The idea is to make a website in which people in need of job will create their career profile including relevant information such as qualifications, education, career status, experience, etc. Then agents and company recruiters will be able to search through the profile's database. In advance, companies and agencies will be able to contact people on-site, ask them to fill pre-interview questionnaires/tests, etc.

Use similar membership features of LinkedIn for agencies in order to search for people / send out test and all other means of communication. Advertisements for agencies / companies (e.g. agencies to attract people to register for them or agencies to reach potential audience for their advertising job positions.
